Bangladesh Standards And Testing Institution (BSTI)

 

Bangladesh standards and testing institution came into being in 1985 through an Ordinance (Ordinance XXXVII of 1985) with the merger of Bangladesh Standards Institution and the Central Testing Laboratories. Later on in 1995 Department of Agriculture Grading and Marketing also merged with BSTI. BSTI is a body corporate and its concerned Ministry is the Ministry of Industries.

Laws governing activities of BSTI:

 
  1. The Bangladesh Standards and Testing Institution ordinance ( Ord. XXXVII of 1985 ) of 1985.
  2. The Standards of Weights and measures Ordinance XII of 1982.
  3. The Bangladesh Standards and Testing Institution ( Amendment) Ordinance XI of 1988.
  4. The Standards of Weights and Measures ( Amendment) Act 2001.
  5. The Bangladesh Standards and Testing Institution ( Amendment) Act, 2003.
The institution's task is to prepare standards for all articles, products, methods and services. The Institution can bring under BSTI's Compulsory Certification Marking any product after approval of the Government. Products brought under Compulsory Certification Marking ( CM) are published in official gazette.

Tile BSTI marks cannot be used under any circumstances by others without approval in advance from BSTI.

The standards approved, and passed by the Institution are called Bangladesh Standards (BDS).

The Functions of the Institution:

The Functions of the Institution as defined in the ordinance are:
  • To set up Bangladesh Standards of quality and dimensions and prepare and promote the general adoption of standards on national and international basis relation to materials, commodities, structures, practices and operations and, from time to time, to withdraw, revise, alter and amend the same;
  • To consider and recommend to the Government Bangladesh Standards for the measurement of length, weight, mass, volume, and energy;
  • To promote Standardization, quality control, metrology and simplification in industry and commerce;
  • To secure compliance with the Bangladesh Standards adopted by the Institution by the producers and users;
  • To implement Bangladesh Standards through the administration of a national certification mark scheme or inspection of goods or both;
  • To provide or arrange facilities for examination, testing and inspection of commodities, processes and practices for ay investigation, researcher promotion of export that -may be necessary and to issue test reports;
  • To certify the quality of commodities, materials, produces, products and other thing including food materials, whether for local consumption, export or import;
  • To co-ordinate the efforts of producers and users for the improvement of materials, product, code of practice, appliances, processes and methods, so as to eliminate the national waste of material and time involved in the production of an unnecessary variety of patterns and sizes of articles for one and the same purpose;
  • To establish and publish, in such manner as may be prescribed, the Bangladesh Specifications in relation to any article or process or code of practice;
  • To recognize, adopt or endorse as a Bangladesh Standard, in such manner as may be prescribed any standard established by any other Institution in Bangladesh or in any foreign country, or by international organizations in relation to any article or process;
  • To specify a Standard Mark to be called the Bangladesh Standards and Testing Institution Certification mark which shall be of such design and contain such particulars as may be prescribed to represent a particular Bangladesh Standard;
  • To grant, renew, reject, suspend or cancel, in such manner as may be prescribed, a license use of Standard Mark;
  • To make such inspection and take such samples of any material or substance as may be necessary to see whether any article or process in relation to which the Standard Mark has been used or proposed to be used conforms to the Bangladesh Standard or whether the Standard Mark has been improperly used in relation to any article or process with or without license;
  • To utilize with the permission of the owners, the services of laboratories other than the maintained by the institution and approve such laboratories for the purpose of the Institution;
  • To make arrangements or provide for the facilities, for the testing and calibration of precision instruments, gauges and scientific apparatus and for the issue of certificates in regard there to so as to make them comply with the required standards;
  • To undertake execution of any trust or any agency business which it may consider conducive to the attainment of, its objectives;
  • To co-operate with any person, association, or organization, outside Bangladesh having objectives, similar to those for which the Institution is established ;
  • To do all such acts and things ancillary, or incidental to any of the aforesaid functions.
Organs of the BSTI

The organs of BSTI are:
  1. BSTI Council
  2. The Committees
  3. The Director- General and Staff
Following are the organizations, duties and responsibilities of these organs:

BSTI Council
  1. The general direction and administration of the affairs and functions of the Institutions is vested in a council, which may be exercised All power and perform all functions, which may be exercised or performed by the Institution
  2. BSTI Council, the highest decision-making organ of the Institution consists of the following members:
    • The Minister in charge of Ministry of Industries, ex-officio, shall also be the Chairman of the Council;
    • The State Minister, Ministry of Industries, ex-officio, who shall also be the Vice-Chairman of the Council;
    • The Secretary, Ministry of Industries, ex-officio, who shall also be the Vice- Chairman of the Council;
    • The Director-General, ex-officio, who shall act as the secretary of the Council;
    • 29 Representatives from different Ministries, Departments, Business chambers, Scientific Organization, Universities and relevant Institutions;
The Council shall in discharging it's duties be guided by such instructions as may be given to it by the Government from time to time.

The Committees
  1. The Council appoints such committees as it thinks fit to assist it in the discharge of its functions.
  2. Each committee is headed by a Chairman and consists of such members as determined by the Council.
  3. The Chairman and members of a Committee holds office for such period as determined by the Council.
The Director- General and Staff

BSTI is headed by a Director - General who is the principal executive officer of the Institution and is responsible for the proper administration of the Institution. The Director General is appointed by the Govt. on such terms and conditions as it may determine. BSTI performs it's responsibilities through 6 ( six) wings. Each wing is headed by a Director. The wings are as follows:

Wings of BSTI:

1. Standards Wing

Standard Preparation Work: Divisional Committees

Divisional Committees are higher bodies examine and approve the finalized draft standards formulated by the technical committees ( FDS). The existing Divisional Committees are as follows.
  1. Agriculture and Food
  2. Chemical
  3. Civil Engineering
  4. Electrical and Electronics
  5. Mechanical Engineering
  6. Jute and Textile
Technical / Sectional Committees

The Technical / Sectional Committees are appointed by the Divisional Committees of the BSTI responsible for preparing the Bangladesh Standards.
There are 71 such Technical / Sectional Committees, each consists of one Chairman and number of experts in respective fields.

Revisions

The published Bangladesh Standards are reviewed at given intervals and modified to meet the need of the time. When a revision is on the agenda , the concerned Bangladesh Standards are subjected to the same procedure as applicable to new one.

Laboratories of BSTI

The laboratory services of the BSTI is provided by its central laboratories in Dhaka and two other regional labs in Chittagong and Khulna.

The central laboratories consist of following wings and divisions as;

The following services are provided in general at the BSTI'S laboratories ( Chemical & physical):
  • Research work on the draft standards, formulation of opinions and transmittal of the same to applicants;
  • Study of existing Bangladesh Standards for determining their weaknesses if any and initiation of actions for revisions or modification as the case may be;
  • In situ examination of the facilities of the companies applying for the use of BSTI Certification Mark, inspection and tests of samples taken and preparation of the relevant report;
  • Laboratory examinations are serving as the basis for the issue of product quality certification for industries covered by the SRO as per BSTI Ordinance on XXXVII of 1985 . Conformity to Bangladesh Standards ( BSRTI Mark) on products and quality conformity certificates on those for which Bangladesh Standards are yet to be polished are given on the basis of tests on the sampled products;
  • Inspection and test of samples forwarded by public and private organizations and preparation of the reports there of;
  • Inspection and test of samples forwarded by the concerned Ministries , Departments of commodities to which standards apply and preparation of the test reports;

Metrology Wing is responsible for-
  • Implementation of Metric System/ SI of weights and measures throughout the country.
  • Maintenance of standards of weights and measures with international traceability.
  • For verification and calibration of weights and measures and measuring instruments used in industries and commercial transactions.
5) Certification Marks Wing:

Certification marks Wing consists of two Divisions namely C.M Division and Testing & Motivation Division. Functions and responsibilities of this wing, among others are-
  • Promotion of quality assurance.
  • Assuring compliance with Bangladesh Standards ( BDS) formulated/ adopted by the institution.
  • Implementation of Bangladesh Standards (BDS) through administration of national certification marks scheme or inspection of goods or both ;
  • Certifying quality of commodities, materials, different products and other things including food materials whether for local consumption, export or import.
The product certification scheme aims as providing quality, safety and dependability to the ultimate customer. Certification Mark ( CM) on a product is an assurance of conformity to the standard specification of the product. So far, 142 items of essential consumers goods of different nature have been brought under compulsory certification marks scheme by the Govt. through SRO in different phases.

6) Administration Wing:

Administration wing provides the logistic and support services for the BSTI. These includes-appointment, promotion, personnel management, training, budget preparation, maintenance of accounts, legal matters, stores, purchases and other matters related to establishment including planning & development. The sanctioned strength of BSTI is 474 out of which 267 are officers and 207 are staff.

Budget:

BSTI prepares its budget on the basis of Government grant-in-aid and its own income. BSTI earns revenue from the following sources:
  • Certification Marks ( CM) fees
  • Testing fees
  • Metrology receipts
  • Sales of standards
Development Activities:

At present 3 development projects at a cost of 220 million taka are being implemented to strengthen its in-frastructure and the activities of BSTI by establishing modern laboratories at Dhaka , Chittagong, Khulna and Rajshahi.

International Activities:

BSTI has maintaining bilateral and international relations with other countries and various international organizations. BSTI is a full member of the International Organization for Standardization (ISO) and as such is the only agency authorized to represent Bangladesh in international standardization activities. BSTI maintains contact with BIPM, OIML, APMP,ITC, Codex alimenrarious Commission of FAO/WHO and other international and regional organization.

Regional Standardization, Metrology, Testing and Quality Activities:

BSTI actively participates in the Standing Group for Standardization, Metrology, Testing and Quality Activities established by the South Asian Association for Regional Cooperation ( SAARC). This Standing Group is working on harmonization of Standards, Mutual Recognition Agreements and capacity building in the filed of metrology, calibration and testing.

WTO: TBT Enquiry Point:

BSTI is the national enquiry point in Bangladesh for the WTO TBT agreements since 2002. There is an internal committee on WTO affairs in BSTI and it participates in the working groups on WTO agreements in the ministry of industries and ministry of agriculture. The Institution works in the implementation of TBT, SPS, TRIPS & DSU agreements.
