National Productivity Organisation (NPO)

 

WHAT IS NPO?

National Productivity Organisation (NPO) is a Government department under the Ministry of Industries established in 1989. It is a national level specialized organisation to promote productivity and thereby accelerate pace of economic development through its multidimensional activities like creation of productivity awareness, development of productivity infrastructure and implementation of productivity improvement program. NPO is the only organisation responsible for formulation and implementation of productivity policy of the Government. NPO also implements the plans and programs of the Tokyo based Asian Productivity Organization (APO) which is an inter-government body for the Asia pacific region.

OBJECTIVES:
ACTIVITIES:

1. Conduct regular and special training courses on productivity for improvement of management personnel, supervisors, workers and trade union officials;

2. Organize seminar, symposium, workshop and discussion meeting on productivity issues at national, sector and firm level;

3. Collect and compile productivity related information and store them in a Data Bank for dissemination ;

4. Render guidance and consulting services to enterprises for improvement of productivity;

5. Organize inter-firm comparison and business-clinic for members of management to enable them to compare their level of productivity and reap benefit from each other's experience;

6. Encourage and assist enterprises to set up Productivity Improvement Cell (PIC) to transform the establishment into a profitable and productive organization;

7. Undertake survey and study on productivity and prepare research report on various aspects;

8. Organize productivity awareness campaign through mass media;

9. Assist the Government in formulating national plans, programs, strategies and policies for productivity improvement at enterprise, industry, sector and national level;

10. Disseminate information and distribute research and other publications;

11. Act as APO Liaison Office and organize training, seminar, workshop, observational study mission and other programs sponsored by APO;

12. Assist in providing national/ international experts to improve productivity of different organizations and enterprises under APO Technical Expert Service ( TES);

13. Implement projects sponsored by ILO and other international and national agencies;

(ii) Textile industries;

(iii) Chemical industries;

(iv) Engineering industries;

(v) Sugar & Food Industries;

(vi) Small & cottage industries;

(vii) Service industries; and

(viii) Agriculture Sector

ORGANISATION MANAGEMENT:

There is one National Productivity Council ( NPC), one Productivity Executive Committee ( EC) and seven Productivity Advisory Committees (PAC) to guide, supervise and co-ordinate the activities of the NPO:

National Productivity Council:

It is a highest level multidimensional body to formulate national productivity policy, plan and programs. The Hon'ble Minister in Charge of the Ministry of Industries is the Chairman of the council. There are 36 members in the council, nine secretaries of different ministries, president of different chambers, president of different worker's federations, the representatives of education, professional and research institutions are the members of the council.

Productivity Executive Committee:

A tripartite productivity executive committee to implement and execute the decisions and recommendations of the National Productivity Council and to supervise and co-ordinate the activities of NPO. The Secretary, Ministry of Industries is the Chairman of the committee. The committee is constituted by 16 members comprising within the chairman of government owned corporations and the representatives of employers and trade unions.

Productivity Advisory Committee:

Each of the seven economic sectors like jute, textile, chemical, engineering, small and cottage, service and agriculture sectors has a Productivity Advisory Committee to provide guideline and to assist in the regular activities of the NPO. The committee is constituted by 10 members with professional experts and senior managers of public sector corporation and employers association of the respective sector.

MANPOWER STRENGTH:

For smooth functioning of the NPO activities there are sixty six manpower including one Director, one Joint-Director, six Senior Research Officers, twelve Research Officers, one Administrative Officer, Twelve Statistical Investigators and other supporting staff.
